Elizabeth Dole Home and Community Based Services
for Veterans and Caregivers Act of 2023 for S.141.
H.R. 542 differs from S.141, and Veteran Warriors' opinion remains unchanged from 117th Congress
UPDATE: 07/26/2023 Rep Brownley's Amendment to H.R. 542 removed the 100% increased cap for all Veterans, allowing only ALS and spinal cord injury.
Veteran Warriors cannot support H.R. 542 with these provisional changes.

Do not attempt to put Caregiver Support under the Social Work line or a Chief Consultant, as previously done under prior leadership.

Redirect this legislation to GEC and VDC

Ensure Caregiver Support Programs remain under VHA Primary Care and Mental Health Services, as part of a Veteran's treatment plan.

Incentivize care and individual focus on needs rather than disruption of Veteran care.
